Monitoring and Evaluation Officer


Siasa Place seeks a Monitoring and Evaluation (M&E) Officer to be based in Nairobi, Kenya. Reporting to the program manager, the M&E Officer will work with the program team and partners in all data collection, analysis, learning and reporting activities under the DFID grant.


● Lead the design and establishment of performance monitoring systems to enable collection of consistent and accurate data, and analysis,
visualization and interpretation of data, for individual and group learning as well as internal and external accountability
● Develop indicators of success and methods of measurement and conduct baseline assessments based on the program’s objectives
● Maintains strict data quality, confidentiality and security standards in compliance with Siasa Place and donor to ensure responsible data
policies and procedures
● Develop tools for collecting information necessary to monitor and evaluate program activities such as surveys, interviews and focus groups
studies; identifies relevant secondary sources of information; trains staff to use these tools/sources; and oversees the collection of M&E
● Collect data on program results and impact and, based on this information, prepares and submits regular reports in accordance with internal
and external reporting requirements
● Conduct training to build staff capacity in using the M&E tools and guidelines for collecting and analyzing data and creating reports
● Assists program staff to produce data-driven publications for key stakeholders that illustrate best practices, lessons learned, success
● Ensure that M&E findings and reports are effectively shared with appropriate internal teams
● Develop learning tools, guidelines and resources and organize periodic meeting with staff
● Participates in periodic assessment and field visits to ensure quality of data collected and verify accuracy of reported data as well as
gather input for program needs
● Participates in, and contributes to team meetings by providing updates and guidance on performance monitoring issues
● Undertake other responsibilities as assigned

Qualifications and skills:

● Bachelor’s degree in social science or related subject, a combination of education and experience in lieu of degree can be considered
● Must be 35 years of age or below
● Minimum of 3 (three) years of continuous professional experience in performance monitoring, specifically collecting and analyzing data;
working with program staff to identify program impact; writing/editing/publishing reports, preferably in an international nonprofit
organization or government agency
● Experience designing sound M&E strategies as part of the proposal development process for the promotion of democracy, social justice,
conflict mitigation, gender equity and/or the inclusion of marginalized groups
● Experience in developing and operationalizing SMART indicators for challenging contexts
● Experience in developing Collaborating, Learning and Adapting (CLA) plan, Learning Agenda and/or Political Economy Analysis (PEA)
● Understanding of the functions of M&E within an implementing organization
● Experience in setting-up and maintaining M&E systems in different contexts
● Experience with program performance monitoring and reporting processes
● Understanding of the role of the evaluation in programmatic and organizational learning
● Familiarity with the process of designing and implementing baseline and midterm evaluations in challenging contexts
● Experience in qualitative and quantitative data analysis and visualization
● Ability to analyze define problems, collect and verify data, draw evidence-based conclusions, and the ability to think innovatively
● Demonstrated ability in establishing performance monitoring systems
● Demonstrated analytical abilities in descriptive and/or inferential statistics including use of statistical software (SPSS,STATA, etc)
● Demonstrated ability to develop and/or utilize databases (Access, Salesforce, etc)
● Excellent oral communications skills to effectively present information, respond to questions
● Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines
● Self-starter with ability to work both independently and as a member of a team
● Ability to analyze and resolve problems as they arise
● Ability to multi-task and manage time effectively
● Ability and willingness to travel to different counties in Kenya
● Proficiency in Microsoft Access, Excel, and other shared database software platforms
